The ICC’s Flawed Afghan Investigation

Dr. Zvobgo published an article in Foreign Affairs on the new International Criminal Court (ICC) chief prosecutor Karim Khan's first months in office. She argues that he has already failed an important test by letting the United States off the hook for alleged atrocity crimes in Afghanistan. In late September, Khan announced that he would prioritize investigating war crimes and crimes against humanity in Afghanistan by the Taliban and ISIS since 2003, and deprioritize "other aspects," i.e., suspected abuses by the Afghan National Security Forces, the U.S. military, and the CIA.
